One of the reasons that goes into the category of Roman not having sufficient inward base is the hostility and opposition between the Roman Emperor and the Roman Senate. The Senate was the advisor for the Emperor and throughout history the Emperors were either not liked by the Senate or they did not agree with the rulings that were being made.
