Policy
The family support act was set with many guidelines. Five guidelines created the core of the family support act. The first guideline set up limits for the judicial discretion. To limit judicial power, state established guidelines were enforced. This made child support awards depend upon the state guidelines. The second guideline was about reviews. Each case was to be reviewed every three years. The review would determine if the family is receiving to much or not enough assistance from the government. Also, a review could be asked for, usually requested by the parents. The third guideline established paternity testing. The test was used to determine biological fathers. The test is payed for by the biological father. If the father of the child is not the biological father, then the mother pays for the test. The exception is if the mother is receiving assistance form Medicaid. The state will support the father who is a 90 percent match. The fourth guideline was created to make sure child support was being enforced. The fourth guideline required monitoring the child support system by computer tracking. The first proposal for a policy change was child care rates for fathers. Instead fathers pay a fixed about of child support, people wanted the amount fathers had to pay be based on their income. The second change purposed was to allow child care subsidies to be offered to low income families, instead of just single mothers. The third proposal was to support remarriages. In order to do this the idea of allowing mother to keep some of their income. This will allow mothers to have something to offer to their next marriage.
