Federalist No. 10 The Federalist No. 10 written by James Madison discusses the issues of factions within the government at the time and tries to influence the people to support the Federalists and their plans for the government. Factions consist of people in the country who group together with an incentive toward a goal and “are united and actuated by some common impulse of passion, or of interest, adversed to the rights of other citizens” (Madison).
