Back in 1786, the United States consisted of thirteen states generally bound by the Articles of Confederation, each state governed its own matters separately. A group of state representative served as the National Congress, but when they had to settle matters between themselves, or solve problems on a national level, they had difficulties agreeing on solutions which left the nation weak. The government had no power to build the military for national defense. In 1786, Alexander Hamilton called a meeting in Maryland to resolve trade problems among the states. An important event encouraged a wider interest in government reform.
Many Americans grew upset with the Confederation government. So Alexander Hamilton a lawyer and General’s Aid to George Washington decided to change the Articles of the Confederation. He called on the National Convention to overhaul the document. He requested that Congress call upon all of the states to attend a gathering in Philadelphia. George Washington was the first to arrive in Philadelphia giving the large amounts of creditability for the meeting bringing 55 men from all of the states.
The Constitutional Convention took place from May 25th, 1787 to September 17th, 1787 in the city of Philadelphia. The official purpose of the convention was to amend the articles of Confederation/ how the country was going to be governed. Although the convention had been called for revising the Articles of Confederation, two delegates (James Madison and Alexander Hamilton) wanted to make a totally new government. Seventy delegates from each original state were supposed to come to the Constitutional Convention, but only 55 out of the 70 arrived. The first two months of debating were only about the 15 points of the “Virginia Plan” that James Madison thought of to replace the Articles of Confederation.
Due to the pathetic turnout of only 6 representatives it became clear that the limitations of the Articles of Confederation were crippling the development of the new country. In 1787 delegates gathered in Philadelphia in hopes to revise the Articles of Confederation. What ended up happening were not minor revisions or tweaks, a completely new charter of the government was drafted, now known as the Constitution. These changes brought fear to some, such as Rawlin Lowndes. He debated the adoption of the federal constitution, suggesting “Would it not be better to add strength to the old Confederation, instead of hastily adopting another” (Doc H).

They are calling this meeting the Confederation Convection. Off of what some of these men are saying we should have a stronger government and out the faith in the states and not the people. James Madison is the delegate that thinks it should go to the people but with him being the more quiet one he may not be able to get them on his side.
The motivations and goal of the Constitutional convention of 1787 was to reform the Articles of Confederation to allow a stronger centralized government, and hopefully to solve issues not yet agreed upon within the government. There was a significant lack of representation for smaller states. Shay’s rebellion showcased an economic class disparity. There was also a lack of balance in the powers and a weak national government made for the states to have conflicting rules with each other as well as too much power. Shay’s Rebellion was the main perpetrator of the revision.
