History To formalize this food distribution and to avoid duplicating efforts by local relief agencies, Secretary of Agriculture, Henry Wallace, created the Food Stamp Program in the United States. The initiative, called the “Food Stamps Plan,” was implemented in 1939 under the administration of President Franklin D. Roosevelt as a key component of the New Deal program. Food assistance was made available to low-income individuals through the purchase of food stamps and the provision of additional bonus stamps that could be used to purchase specific foods identified as being in surplus. SNAP has helped lift three point six million American’s out of poverty in twenty-sixteen. Every five years SNAP is sanctioned by congress as part of the Farm Bill. The Farm Bill is a comprehensive piece of legislation that guides and authorizes funding for most federal farm and food policies, including the SNAP program. While, this endorsement establishes who is eligible for SNAP, and tackles program access, benefit levels and other matters (Food Research and Action Center FRAC, 2018). Another key point is that for every one- hundred dollar the federal government spends, a little over two dollars go towards SNAP. In contrast, roughly twenty-two dollars in every one-hundred went to other programs for the poor and elderly (Medicaid, Medicare) and nineteen dollars went to Defense and International Security
