In 2003 an anonymous boy that goes by T.A was found to have a learning disability (Forest Grove School District v. T.A). T.A was said to have Attention Deficit Hyperactive Disorder (ADHD) and a learning disability that made it hard for him to hear (Forest Grove School District v. T.A). In Forest Grove, Oregon at T.A’s school, his family was told, T.A would be ineligible for disability services in his school. After finding out about his disability T.A’s parents pulled him out of school and enrolled him into a private academy to help with his hearing impairment and ADHD. T.A, 2009). The district was to set aside $1412 per month for T.A’s tuition because of the Individuals with Disabilities Education Act (IDEA) (Forest Grove School District v. T.A, 2009). This law states that all children enrolled in public schools have a right to special education services (Gargiulo, 2015). Being no services were provided to T.A at Forest Grove, his court case had to be taken to the United States district court for the district of Oregon. There they looked into Frank G. v. Board of Education of Hyde Park which was a previous case with a similar problem (Blumberg, 2010). In this case no one was reimbursed due to the child's parents going straight to private schools instead of enrolling them into a public school first. Another similar case was denied because of a child not having previous special education classes prior to the new one to meet their needs. After looking into different cases the court concluded something had to be changed. They slightly changed the law by requiring everyone to get reimbursements. If it were not the the Forest Grove v.
