Franklin D.Roosevelt came into office after Herbert Hoover. When Hoover left office the economy was at a very weak point. Many people were unemployed and there was a lost of trust for the government. Many banks were unstable and had to close.Thousands of people lost their savings and that's when the distrust began. Franklin wanted people to have faith in him so he created many deals and plans that would help gain trust with the people and benefit them at the same time.
