Business Organization: The midshipman should observe the operational and administrative management structures used to achieve the organization’s goals. He should understand the general functions and authorities, special duties, and organizational relationships (who reports to whom) of executive, mid-level, and first level managers in the organization. The structure of the Eastern District of New York can be broken down into a few “branches”. The first of those and most obvious are the judges. At the Eastern District, there are Article III judges, Bankruptcy judges, and magistrate judges. Article III judges are federal judges appointed under Article III of the United States Constitution. Under Article III, these judges are empowered to carry out their judicial power without fear of losing their jobs because the only way they can be fired is through an extremely rare and difficult process of impeachment. The senior judges play a vital role within the Eastern District. These Senior Judges are judges (who have guaranteed lifetime positions) opt out of there full retirement equivalent to the salary they earn the last year of their service, to continue working in the court. These Senior District Judges play a vital role in carrying the caseload that welcomingly burdens the Eastern District. They are counted and well respected civil servants. Many of these Senior District Judges even opt for a full caseload instead of working part-time, which they have the option to do
