There are a variety of characteristics that a government that is best for humanity should include. To fulfill the necessities and standards of a community, basic human rights, protection of citizens, and a system of checks it's more than one leader is a must have. These parts of a government can create happier, more supportive, and loyal citizens. A key thing a government needs to be involved in is giving their citizens basic human rights. This small characteristic can make a huge impact on citizens under a government. We can see this in many places, including the history of the United States. Knowing that you're protected and out of harm's way is something every person would love to have. If a government has this, it's citizens are more likely to be peaceful and at ease rather than frantic and fearful. Also, the people are less likely to petition and turn on the government because the government is their protector, doing them a huge favor. Lord of the Flies is a great example to why a government needs to provide an army. In the book, Ralph, Piggy, Sam, and Eric were alone, fighting against Jack and his army. The four boys were in a constant state of worry, and they felt far off. Also, they were a big target, which would be common without an army. Not only that, but three of the four boys were either killed or captured. Again, on page 179 this is shown. They were a big target for the other group of boys. Page 178, Jack shouts to his tribe "Grab them!", and at that time, Sam and Eric are forced to change groups. Here, the boys, of protected would have had an army to fight but, they were helpless. This characteristic is also proven to be important through Japan. They have a defensive army only, and this has caused commotion throughout the country. The citizens are constantly worried and fearful of being targeted and attached. Many discussions have been held over this controversy, and the citizens are fighting to get a "full"
