Herbert Hoover was not the president you learned about in your history books. In a nation where so much bad was happening around him, it would’ve been impossible for any president to rescue a country the way he was asked to. In a system of checks and balances, the president cannot just do whatever he wants. There are many things Hoover did do in office that show why he was a truly great president. Hoovers core economic, foreign policy, and humanitarian ideas prove why he is one of the greatest presidents of all time. During the Great depression, In a time where everybody seemingly had no money, Hoover used a Policy of backbone tax cuts to keep the money in the people’s pockets. He advocated for a policy of disarmament and he also tried to extend the works of the Washington Naval Conference. He was against the Japanese takeover of Manchuria with the Hoover Stimson doctrine. In the conflict between Chile and Peru over their border Hoover helped mediate and settle the dispute. He was great with foreign relations, and he even did a goodwill tour of Latin America. These accomplishments would not last very long though. With the economy struggling so mightily during the great depression, congress passed the Smoot-Hawley Tariff of 1930. This Tariff disallowed foreign imports, and showed that the government wanted the economy to get better by buying producing and consuming its’ own goods. During the great depression the destruction of farming and agriculture was one of the main factors to start the whole storm. This Tariff was designed to protect the value of domestic farming versus foreign agricultural imports. He protected the interests of the American economy by shutting out the others, and therefore had to sacrifice some of his good foreign policy
