Through the rule an attempt was made to regularise the wages that was paid to the staffs of the company. In this method, the authorities had guaranteed minimum wages to the staffs, which is the basic requirement of the labours. Thus, the trade unions were engaged in conducting the discussion that was considered to be necessary for the condition of the discussion that was meant to secure the staffs.
