New York has a tremendous population of small-wage earners that they should house decently, which are not being housed decently. Suburban life is unpractical; however, if they pay high enough rent, they should be entitled to their utopian lifestyle. They must pay to be decently housed with rightful security, sanitary, moral, and economic grounds. The tenement is not going anywhere; it is a solution to another problem of housing the multitudes of immigrants. Therefore, they must work hard and put in the effort and financials to make it decent and livable housing.
Rutter’s failed attempt at persuasion The article, “Homeless shelter plan ignores neighborhood concerns” written by Addy Rutter is an argumentative piece written to persuade the officials of the Joint Office of Homeless Services that they cannot create a homeless shelter in Rutter’s Neighborhood. He is beyond angered at the lack of knowledge shown by the individuals planning this shelter and provides an in-depth article outlining why he believes the proposal to create a homeless shelter is unfair to the members of the community and detrimental to those being placed in the shelter due to a lack of services nearby. Addy Rutter wrote an engaging argument about a plan to create a homeless shelter, however, he relies too heavily on pathos, fails to address solutions, and has many assumptions regarding the topic.

Homelessness is a product of social inequalities. Karl Marx stated that the capitalist society produces two prominent classes which are in conflict with each other, bourgeoisie and proletariats. The bourgeoisie are the oppressors who own the means of production and the proletariats are the oppressed workers who labor for the bourgeoisie. Capitalism is distinguished not by privilege but instead by individuality of property ownership and that those who create the conditions of the oppressed group express this power in the form of laws that function to serve the bourgeoisie’s interests (Marx, 2004, p.129).

New York City is seen as a beautiful place to visit but the reality is there’s an ugly side to the city and it’s known as homelessness. In New York it is so common to see a homeless person in the train station or on a train and on the streets sleeping. This problem has been increasing ever since the Great Depression and we need to do something to decrease the number of this population and put a full stop to it. The majority of the New Yorkers just walk past them and instead of giving them left overs they decide to throw out the food and keep moving. Not only are these people suffering due to hunger, extremely poor hygiene and inhumane living conditions but they are also victims of assault and discrimination.
The underlying argument is that it costs less to solve the homeless problem than it does to manage or ignore it. Society needs to stop funding programs that continually provide services for all the homeless and direct the money towards ending the problem by renouncing the current policies and target the chronically homeless. Philip Mangano, the executive director of the U.S. Interagency Council on Homelessness, advocates for renting apartments for the homeless. The Colorado Coalition for the Homeless provides apartments to the chronically homeless for free as long as they follow the
