California paid the pirates 20% of their budget so they would stop attacking them and keep peace with them. The 20% of their budget they paid the pirates protected there sips that had 10 billion + dollars on them. All of the money from america was being shipped to Europe because there was barely to no wars there. Europe has no war there so it's really safe.

Europe, Britain and Spain all paid the pirates so they won't attack their ships, some ships had 10 billion + on them. North America was covered wit wars, there was wars everywhere. There was so much wars in North America that the united states had to ship all there good, money etc to Europe because there's no wars there. A lot of ships going across the ocean was being attacked by pirates because they didn't care they just wanted the loot. Asia had wars but they weren't major wars like North America did. Australia had no wars but there was only two trade routes there. The trade routes to australia only had 100 to 999 million on them. Asia only had a couple major wars at the time but only a couple so they all blew out fast. Theres three types of wars going on at certain places.

There are War or sustained military conflict, Foreign U.S. Military operation and Brief hostiles. When the military's got involved that means the war was a major war and there was a lot going on that were major. Not all wars ended in a day. Most wars depending how big they were ended like a month later or even longer because there's a lot of people. Asia had the most not so serious wars there.
