The French monarchy experienced a crisis in 1789 because the royal government wasn’t able to tax the wealthy population of France to service and repay the debt accumulated from the previous wars they were involved in. Anytime ministers attempted to devise new tax laws that affected the nobility they were always confronted and opposed by the parlements, whose members were aristocrats. Louis XV and Louis XVI failed to conclude the dispute or administer the government properly, so the aristocracy ended up up quarreling with the royal government for change to be implemented. The conflict between the aristocracy and monarchy led to the calling of the Estates General. This calling only aroused many other problems because the three estates constantly argued, especially regarding the reorganization of government. The Third Estate, which consisted everyone else in France, was strengthened to reform the state. They even invited the clergy and nobles from the First and Second Estates to join them in their new legislative body. With the goal of establishing a reformed and efficient monarchy, the National Assembly emerged, later calling themselves the National Constituent Assembly. The Assembly stormed the Bastille in revolution against the king. They accomplished all French citizens to be subject to the same, legal laws under the Declaration of the Rights of Man and Citizen.
