The following is a brief narrative of the facts and circumstances intended to establish probable cause that a crime occurred in the District of Columbia and was committed by the Defendant. The narrative does not represent the totality of facts known to the affiant, merely the facts to establish probable cause:
Defendant later identified as Kelly Lashelle Hughes (PDID# 480596) aka Tamara Lashelle Jackson; henceforth refer to as defendant Hughes.
The following incident occurred on April 30, 2016, at approximately 04:00 am, inside of 1708 Capitol Avenue Northeast, apartment # 4, Washington DC, PSA 506. 5th District Officers were dispatched to the location for an assault.
5th District Officer reported that defendant Hughes and S1 confronted C1 about past unpaid drug transactions. Defendant Hughes struck C1 about the face with a fist. S1 was kicking C1 while C1 was on the ground. …show more content…

Defendant Hughes and S1 were upset with C1 for buying drug from another drug dealer since C1 still owes defendant Hughes seventy-five dollars from past drug transactions. Defendant Hughes struck C1 with fists multiple times in the face. C1 fell on the floor. S1 was kicking her about the body while C1 was on the floor. Defendant Hughes boiled water in a frying pan. Defendant Hughes then poured hot water on C1 on 5 separate occasions. Defendant Hughes then struck C1 in the head multiple times with a bloom and it broke into pieces. Defendant Hughes and S1 had been tortured C1 for two hours. C1 described the pot as a frying pan and a yellow color bloom. It’s in a trash can in the rear of the location. C1 won’t say who threw the bloom and the pan in the trash can. Defendant Hughes told C1, if police asks just tells them you got jumped. C1 reported that she doesn’t want to file any criminal charges against defendant Hughes and S1 because C1 fears that they may come back to hurt
