Victims come from both marginalized ethnic groups in developing nations as well as abused minors in the United States. The human trafficking industry thrives and preys on women and girls because the demand for prostitution and sex work is rising. As long as there are clients willing to pay, traffickers will continue to recruit, prey on, and kidnap girls and women, forcing them into the industry. Not all johns who purchase sex are amenable to “john schools.” Shaming has statistically been shown to reduce the number of johns arrested for soliciting prostitutes by significant amounts. In St. Petersburg, Florida, “a comprehensive approach emphasizing arresting and shaming johns was associated with a 24% reduction in calls for police service,” while “in Raleigh, North Carolina … was associated with a 38% reduction in calls for police service” (Shively, et al. 54). Shaming tactics can include making johns’ identities public if they are arrested or sending letters to their addresses. Johns do not want to be revealed. They do not want their families, coworkers, employers, and friends to know that they have paid for sex. Shaming is effective because not only does it lower the risk of repeat offenders, it also sends “a message to potential johns that their identities will be revealed if they are apprehended for soliciting sex” (Shively, et al. 13). Cities such as Eugene, Oregon, and Trenton, New Jersey have been using shaming tactics as early as the 1970s to deter prostitution and lower human trafficking.
