Before the Mental Health Systems Act of 1980, people with mental health illnesses were confined to public psychiatric hospitals where they were neglected and poorly medicated. Patients’ needs were unmet due to the lack of knowledge and prevention services which led to a number of deaths of the mentally ill. Due to the lack of services, hospitals were not equipped with early detection or prevention programs that would have reduced the number of hospitalized patients. Before the federal government partnered with the state 's, funding was limiting which led to the government overlooking the individual needs of each community or state. Another problem that needed revision was aftercare.

While they both desire to reduce the stigma associated with mental illness, their respective objectives for addressing Canada's mental health crisis are different. The objectives of CAMIMH are to; establish a nationwide voice for mental health in Canada, to engage Canadians in conversations about mental health to decrease stigma, and to implement policies in Canada to ensure that those who suffer from mental illnesses can receive timely, appropriate care. They represent 16 mental health groups who work to advocate for health care providers, patients with mental illness, and their families. CAMIMH has been working along side the government to assist in boosting the budget for mental health on an annual basis in order to fulfill its goals and pledges.
