In view of the fact that our resources are limited, the engineer must dedicate towards the constant development of new resources as well as the efficient utilization of existing ones. The domino effect of engineering activities contribute to the wellbeing of mankind by furnishing food, shelter, and comfort; by making work, transportation and communication easier and safer; and by making life pleasant and satisfying. Engineering is the specialized art of applying, science to the optimum conversion of the resources of nature to benefit man. The word in engineering ‘ingenious’ are derived from the Latin root “ingenerate” meaning “to create”. The responsibility of a civil engineer is to devise, develop and administer the creation of safe, economical, durable and functional structures and buildings and their maintenance as well. Civil engineers are the designers while contracting engineers are the implementers of the designs. Besides design works, civil engineers also undertake viability and technical investigations of sites, direct the tendering procedures and logically resolve design and development problems associated with projects. 6.1 PROFESSIONAL RIGHTS OF ENGINEERS Professional engineers work to guarantee the public 's safety and promote its interest where engineering matters are concerned. They must also ensure that local laws adequately and properly serve and protect the public, and participate in the establishment and maintenance of engineering standards while
