As of March 2017, sixty-nine million people are covered by Medicaid. According to Medicaid.gov “Medicaid provides health coverage to millions of Americans, including eligible low-income adults, children, pregnant women, elderly adults and people with disabilities.” Medicaid was started in 1965 as part of the Social Security Act Title XIX signed into effect by President Lyndon B. Johnson along with Medicare. Every state, U.S. territory, and the District of Columbia have Medicaid programs to provide coverage. Medicaid is often looked down upon because it is a welfare program, but with this funding many are now able to be cared for. Modified Adjusted Gross Income established by the Affordable Care Act is used to determine financial eligibility. Some individuals are exempt from the Modified Adjusted Gross Income such as those with blindness, disability, or age sixty-five and older. Non-financial eligibility consists of being a resident of the state in which they are receiving Medicaid. As well as either being a citizen of the United States or certain qualified non-citizens, such as lawful permanent residents. Eligibility for coverage starts either on the date of the application or the first day of the month the application was recieved.
