Both the families are involved in because of the way they treat the other families child and the way that they fight against each other. Him forcing Juliet to get married only left Juliet two choices and that was to either run away or get married, and of course we all know that her getting marred to anyone but Romeo wasn't an option. If he had never forced her to getting married then she would not have done what she did.
