Before Issac Monney got to the Toronto international airport, he had swallowed 84 pellets, each one had about five grams of heroin. When he had arrived to customs the inspector became suspicious about certain aspects about Isaacs travel arrangements. Isaac paid for the airline ticket via CHEQUE for for a flight that was on the same day, showing that he was in a hurry. Isaac said that he worked as a taxi driver, and that he had left the country to see a sick cousin in Switzerland. It was also suspicious to the customs officer that the fact that Isaacs’s passport showed his place of birth was Ghana, given the customs officer knowledge of Switzerland as a route country for drugs and narcotics and Ghana as a supplier country. After a call with his lawyer, Isaac then gave the agents a urine test, unfortunately the urine tested positive for heroin. Isaac was then arrested until he had basically confessed to swallowing the pellets of heroin. After another call to Isaacs’s lawyer, he started to pass the pellets. Not one of the officers that where there knew of a written policy stating that for him to be able to pass the pellets they would need a medical professional in case he had gotten hurt. Instead, the agents followed a policy where a traveler that is detained that is not taken to a medical facility unless he states that he wants to or he looks like he is not feeling well or not looking well.
