In the essay Reflections on the Cession of Louisiana to the United States, Jefferson thought of moving the unhappy people-slaves or Africans-to the Louisiana land, encouraging them to participate in the agricultural system. Though he believes that such idea will not be generally supported, he still encourages the unhappy people that they could work freely and in a more relaxed condition in the Louisiana land. Such suggestion could attract the unhappy people, because when they were under the control of others, they were often treated with inhumane punishments, this offer would grant them the freedom they’ve always wanted. Jefferson also suggested that the land could be used as a place for the exiled, and also for others including criminals.
