Law Enforcement Challenges Sherrie Davis Professor Blaine Easterwood CIS170 September 8, 2014 Law Enforcement Challenges The purpose of this paper is to explain the challenges that law enforcement agencies face while investigating exploitation, cyber –stalking, and obscenity. The most difficult challenges are overlapping of jurisdiction and trying to figure out possible solutions for overcoming these challenges. As well as discussing if states should be able work with one another when cybercrimes are taken across state lines. Law enforcement agencies have been faced with challenges such as exploitation, cyber stalking, and obscenity. Exploitation is not only the distribution of the data found but its also considered espionage. Stealing the information found in an article by Jack Goldsmith he states that, “To date the main threat to the United States has come from cyber-exploitations, especially, according to government and press reports, from China.” Cyber stalking occurs someone reveals too much of their personal information online to site that are completely secure, such as Facebook, twitter, or other social media sites. When they do this leave their information open for possibilities to stalked. An internet stalker can be just as dangerous as one in person it’s a form of harassment of another person through nude photos, anger, death threats, etc. The most dangerous part of cyber stalking is that the person does not have to reside in the same state, town, or even country to stalk you by sending …show more content…

While you don’t have to reside in the same state for someone to commit a cyber-crime this makes it a challenge for law enforcement agencies to cross state line to make an arrest or even prosecute. Jurisdictional boundaries have been created for legal purposes giving law enforcement agencies limited boundaries. Before an investigation takes place they have to assure that a crime has actually taken place in that jurisdiction. When criminal acts cross borders this then becomes that jurisdictions case and their responsibility to follow through if the crime takes place there. I do believe that states should have the ability to work together when a crime take place in one state and transfer to another for fear that the same crime will take place again. Not only are these boundaries for state law enforcement but they are set in place for federal agencies as well. FBI, ATF, ICE, and DEA all have overlapping jurisdictions which they have to deal with on a daily basis. In past years and upcoming years FBI have, “strengthened our efforts to counter state- sponsored cyber threats, increasing the number of national security intrusion cases by 60 percent,” (FBI.gov).
