In America, democracy is defined as the land of the free and home of the brave. The purpose of this essay is to explain the linkage of the purpose of government to public policy preferences. However, we must ask, who is the public? Does the public cover only your community or state? In this essay, I will clarify who is the public, define what is the government and its leadership role, and examine the linkage between the purpose of government to public policy preferences is problematic because of being misused, misidentified, and misunderstood by people. What is the government one might ask? The government is a process in which people are governed by a set of laws, rules, and regulations for collective action and participation. Bickers and Williams define government as “an organization that possesses the legitimate means of coercion in s society” (2001, pg. 24). For Bickers and Williams, the government is an organization that has been established to ensure and execute order in society via performing genuine and authentic actions. To define what is the government, we must view the government into three parts: organization, legitimacy, and coercion. Organization consist of the government being a body of elected officials who work in an institutional structure to keep order, maintain laws, and make sure people are treated fairly.
