I think that president Reagan used his presidential powers properly in order to achieve what needed to be done. Ronald Reagan was president as the Cold War was raging worse than it had ever before. By being optimistic, she is telling the Americans ti grieve but to move forward and be a light in the darkness, just like Reagan was decades

The quote states that people at the time could not take care of themselves and in return, they could not take care of other people.
