The Marshall Plan, also called the European Recovery Program, was a plan that would “restore confidence of the European people in the economic future of their own countries and of Europe as a whole”. The plan succeeded in raising $13 billion to finance the economy. The US Secretary of State George C. Marshall announced the plan in a commencement speech at Harvard University leading to the plan being named after him. Europe was devastated by the years of conflict during WW2. Millions of people were injured or wounded during the war. Much of Europe was on the brink of starvation as agricultural production had been stopped due to the war.
