The ACO program is a charitable program which began on January 1, 2012. As part of the Health and Human Services (HHS), CMS finances healthcare for more Americans than any other single entity. Furthermore, there should be a more reasonable distribution of cost amongst Americans, with younger and healthier Americans assuming some of the financial burden for those less healthy. Another goal of the ACA is to stabilize the skyrocketing cost of health care. One way to stabilize cost can be accomplished by reforming the way payment and reimbursement of services occurs—outcomes versus volume. Canada’s Medicare faults come from geographical inconveniences As an American, Canadian Medicare seems to be the supreme health-system. Tommy Douglas’s3 universal health-care is not as ‘supreme’ as it seems, in fact it can be related to the cliché of the grass is always greener. At a quick glance Medicare seems like it would be imperfect but it doesn’t require a lot of research to find its imperfections. The Canadian health care system is 70 percent federally funded compared to the US’s 47 percent1.
Today, health care is drastically different than it was in 1965 when Lyndon Johnson signed Medicare and Medicaid into law. Since 1965, the government has allotted billions of dollars to these programs each year. This large amount of funding has led to better health care, but also the need for constant reevaluation (“Medicare,” Bioethics). Essentially, the goals of Medicare and Medicaid are to lessen barriers that U.S. citizens in poverty or old age face in regards to health care.
After graduation, I would like to work in the research and statistics department for Medicare under their National Graduate Program to help improve the public health system by providing minority groups such as refugees and Indigenous Australians with better health care policies. Medicare and Medicaid are two different government-run programs that were created in 1965 in response to the inability of older and low-income Americans to buy private health insurance. However, they are both federal government program, there are some major differences between the two. The differences are who qualifies for these programs, who runs them, how much users pay and what services they cover. Medicare is a federal program that provides medical care to people over 65 or older as well as those under age 65 with certain disabilities. Eligibility has nothing to do with income level in this program.
What was the intention of these two welfare programs (Social Security and Medicare)? Social Security is a federal income and security program that was established in 1935 as part of President Franklin Roosevelt’s New Deal. It was created to provide retirement income benefits to older adults age 65 and old, disabled persons, widows and unemployed. In the US employers and employees are required to pay Social Security taxes and these payroll taxes are used to fund benefits for social security recipients. A person receives benefits based on the amount of Social Security taxes they paid and people with higher incomes get greater benefits.
