The reason for this is that when you monitor someone for a longer period of 3 or more months this then takes more time and more money to oversee how well he or she is doing within a company. “The General Schedule (GS) is the predominant pay scale for federal employees, especially employees in professional, technical, administrative or clerical positions. The system consists of 15 grades, from GS-1, the lowest level, to GS-15, the highest level. There are also 10 steps within each grade: Grade levels GS-3 or GS-4: Typically internships or student jobs. GS-5 to GS-7: Most entry-level positions. GS-8 to GS-12: Mid-level positions. As mentioned above for the General pay scale, MSBS would have to range the jobs and there level from highest to lowest job type and level within MSBS: Business Division pay grade (Manager, HR, Supervisors) GS-13-GS-15. Scientists Pay grade would be at GS-8-GS-12. Administrative and Technical Support paygrade would be at GS-5-GS-7. Using this method as a paygrade scale this will then show who is placed where in the right pay grades and over time they can level up or level down depending on their increase of skills or decrease of skills over a years’
