In Mr. Galvin’s article, it begins with ministry boards not supporting the practice of the Carver model. The Carver model was created by John Carver. Mr. Carver model is a type of policy governance model that has a complete theory and comprehensive set of principles for a board to follow. Additionally, Mr. Carver believes that greatest way for an organization’s board to see efficient work there needs to be written and enforce policies. Therefore, policies are established from the categories of organizational ends, executive limitations, board-CEO linkage and governance process. The organizational ends policy connects to the organizations mission, strategic goals and results of what is attempting to be achieve. The executive limitations are policies expressing principles of prudence and ethics. The board-CEO linkage policies are to determine how the board and CEO will communicate. The creations of policies will permit the board to be released from the organization’s daily operations and the board can focus strategic planning for the future. Though, the policy-based model has a variation than the traditional board governance. The policy-based model will give the opportunity meet monthly, approve the budget, go over detail reports, approve major decisions, and regulate staff and expenses. While on the other hand, the traditional approach allows policies to be developed, but does not regularly update. Forcing the board to be concern with meeting decisions that manage the organization; rather than creating policies.
