It appears that Mr. Collins sexual arousal and gratification may be dependent, on some level, on fantasizing about and engaging in sexual behavior that is atypical and extreme, paraphilia, intense and persistent sexual interests outside of foreplay and genital stimulation with phenotypically normal, consenting adults. A paraphilic disorder requires both the presence of a paraphilic urges and the existence of distress, dysfunction, and/or acting on the urges, according to the DSM 5. Mr. Collins appears to suffer from Exhibitionism, a specific form of a pattern of sexual behavior called a paraphilia, and is a mental health condition that centers on a need to expose one’s genitals to other people (typically strangers caught off guard) in order to gain sexual satisfaction. Collins’ social history reveals that he is a likeable person and is approachable, but his lack of confidence, it appears, created a barrier that he either believed he could not overcome, or did not want to take the effort to break through and experience the steps of cultivating healthy relationships. It appears that Mr. Collins “Short Cut” to gain sex and sexual gratification peaked when he discovered “exposing porn” on the Internet. He states that weeks prior to his fathers death, he discovered a website dedicated to men exposing themselves to unsuspecting women and this quickly became the only form or pornography he consumed. This, he reports, led to sexual fantasies and lengthy masturbating sessions while in his car of approaching women that he did not know, and they becoming sexually aroused and engaging in sex with him.
