The role of each person is clearly defined in the Division of Purchasing. Once hierarchy determines its keys employee each, roles and tasks are assigned to group units. According to Mintzberg (as cited in Boldman & Deal, 2013), there are several options that may be used to group people in units, “Functional groups based on knowledge or skill, units created on the basis of time, as by shift, groups established around customers or clients, groupings around place or geography, grouping by process” ( p. 50). Majority of the individuals in purchasing have some form of degree, whereas others may have some prior experience or knowledge in the aspect of procurement. The effects of the structural can be powerful and analytical as compared to the human resource, political and symbolic frames. During the creation of the Newark Public Schools, leadership clearly had a vision of their organization to make it effective and efficient for the children it serves. Its great architectural design and structure is based on the rational image of multiple departments created for purpose of carrying out various tasks , goals and policies, to be carried out and adhered to by all, and clear rules and roles as outline as it pertains to individual position. The structure works and continues to make it what it is today, against any confusion about what it does and how it performs. Even today, no two departments within the district perform the same operation. More departments have continuously added due to the growing needs of the students. Continually to carry out its goals of servicing implementing new policies is ongoing for safeguarding the district and its students in changing times. Collaboration with outside agencies is still ongoing nonetheless. Just this year 2016, NPS continues to increase the educational level of its students. Recently announced, NPS expanded its partnership with the College Board in effort further it goals to increase the number of students graduating.
