Open Skies agreements are bilateral agreements that the U.S. government negotiates with other countries to provide rights for airlines to offer international passenger and cargo services. The agreements are aimed at being pro-consumer, pro-competition, and pro-growth. They have aided in the growth of international passenger and cargo sectors by eliminating government interference in commercial airline decisions about routes, capacity, and pricing, so airlines can provide more convenient, efficient, and affordable air service to consumers, promoting improved travel and trade, and stimulating high-quality job creation and economic growth. The organization has been dedicated to fostering and promoting interest and educational opportunities in commercial aviation while providing a forum for those involved in the aviation and supporting industries. ICAO works with the Convention’s 191 Member States and industry groups to reach consensus on international civil aviation Standards and Recommended Practices (SARPs) and policies in support of a safe, efficient, secure, economically sustainable and environmentally responsible civil aviation sector.
