Operation Ceasefire Throughout Kennedy 's "Don 't Shoot" he shows us the method that consists of Project Ceasefire, statistics, and many instances where this project was a major success wherever it was implemented. The Operation Ceasefire entailed deterrence aimed at the group itself, not individuals. With Kennedy 's detailed account of the project, if a Police Chief approached me and asked me to implement operation ceasefire, I would do the following steps and in the following order: Establish necessary research components, pressure and enforce zero tolerance rule, call-ins, and finally, keep training law enforcement agencies periodically. The third step, keep an eye on the gangs by doing call-ins. The call-ins are used to keep gang members from committing more crimes by going after the ones that they care about, parents, siblings, significant others, in order to help put the pressure to the gang members. Most of these young men had someone they cared for whom they did not want to disappoint or get embarrassed by them. These call-ins allowed the police to extend help to the gang members by offering jobs as well as any help they needed. The final step, and I think it 's the most crucial, in order to maintain the homicide numbers down, is to keep training law enforcement agencies periodically so that the goals of Project Ceasefire do not get lost. One of the things Kennedy talked about was how Boston went back to how they were before Project Ceasefire was implemented due to the poor maintenance on the part of the law enforcement. Most of the active law enforcement members who kept the program running smooth, either retired or were rotated to different areas, and eventually lost sight of the goals. With Kennedy 's detailed account of Project Ceasefire, it can be used to do something about the youth violence, homicides that were involved with gang violence, or can even be applied to any other type of crimes. It is a deterrence theory aimed at the group itself, not individuals, and it has been proven to be effective if executed
