THESIS: INCIDENT MANAGEMENT SYSTEM {ICS}: ORGANIZATIONAL STRUCTURE FOR THE MANAGMENT OF A WEAPONS OF MASS DESTRUCTION {WMD} INCIDENTS, AS WELL AS, FOR THE ASSESSMENT AND TREATMENT PROTOCOLS OF PATIENTS ASSOCIATED WITH WMD EVENTS.
In the U.S. Management of All-Hazards and Emergencies and Disasters and Homeland Security {HLS}, the incident management system {ICS}is the most pertinent organizational structure for relevant emergency services, multiple-patients, and mass casualty accidents that do occur. It enables the COMMAND to direct all responders to accomplish a common goal: optimum disaster survivor outcomes. The organizational structure, control, and direction minimize unwanted ineffective communication, confusion and chaos. ICS creates, defines, and provide key terminology, taxonomy, position titles. In ICS, the COMMAND ensures, administers an efficient/effective Interoperable Communication Plan.
Proper radio designations for all COMMAND Team members is assured. In addition to the unique hierarchy, ICS creates a chain-of command that that ensures the proper flow of critical communication to the relevant, appropriate COMMAND team members. Without proper, accurate, and time information: The effective decision-making with regard to the disaster Operational and Tactical Planning would be flawed. ICS eliminates bad communication problems that comes with Crisis Action Planning Resources.
ICS, the effective organizational structure, is proven to direct a Multi-Agency Coordination. To weed out fragmented task delivery, redundancy or duplication of efforts, and internal competiveness: ICS groups common emergency services functions and responsibilities{i.e., ESFs}with relevant governmental and nongovernmental organizations.
