Pet Welfare System The Canadian Animal Health Institute(CaHI) tracked pet populations for several years, and they got some statistics— estimated 6.6 Million dogs in 2012( Chai, para1). A pretty big number, right? But compared to it, there is another figure — 2 million stray cats in Beijing( Li, 357),only one city in China! However, if you have ever been to China, you will find people seldom have pets. Then, where are those animals? If the statistics is credible,they are most likely in the places where the data get produced— these animal shelters. Waiting for being adopted or euthanized. Ironically,animals are “saved” by animal shelters, however, in the end, it is the shelter who bring death to these poor puppies and kittens. Indeed, if so, more caring people will be going to take care of these animals. Even though they could not look after pets perfectly,it is much better than being euthanized in hospital. However, the core problem lies not in the standards which are all for reasons. The whole pet welfare system itself has not been developed well. First, we don’t have a law to regulate the pet market. People who abuse animals don’t even get punished in China. The governments need to enact more severe laws to protect those animals. More severe? Actually, China has some animal protection laws. However few laws were really implemented. What’s more. Most pets’ tragedies are not caused by harm on purpose, but by their owner’s ignorance(Whitford , 370). Many kind adopter become cruel repudiator just because they are lack of knowledge and money to continue raise pets. For these, the government can strengthen advocation about how to raise pets and install medical insurance or foundation for
