Imagine that you are in a four by six cage all day long with one to two other dogs.That's what over 200,000 animals go through each year(Hamilton and Scully).In some states, puppy mill operators are able to keep dogs in cages all day without problems.Many people disagree with how puppy mill owners can just do this to dogs and not get in trouble. Puppy mills should be illegal because of the care the dogs get in these places, the routines and conditions the dogs have to go through, and the fact that many puppy mills are not properly regulated by the United States Department of Agriculture. The first reason that puppy mills should be illegal is because many are not regulated by the United States Department of Agriculture.Although there have been efforts to change the Animal Welfare Act,authorities do not always follow through at puppy mills. These puppies end up suffering from skin infections,open sores and kennel cough(Sacks).A person would think that these dogs would get treated for what they have but they do not.These animals have to be in pain all the time because the owner does not care and does not want to spend more money than they have to
