According to the 1967 protocol of the United Nations Convention, a refugee is defined as "a person outside of his or her country of nationality who is unable or unwilling to return because of persecution or a well-founded fear of persecution on account of race, religion, nationality, membership in a particular social group, or political opinion. After all the losses they have experienced and having to live such an unreliable life, the Refugees of Syrian origin are prone to falling into the trap of Human Trafficking. The Office of the United Nations High Commissioner for Refugees (UNHCR) values the efforts and shares the legitimate interest of States in combating trafficking in persons, a crime which may entail serious violations of the human rights of its victims. The UNHCR believes that persons who have been or are at risk of being trafficked may have a well founded fear of persecution or be at risk of serious harm. Though Japan has not accepted Syrian refugees into Japanese territories, earlier this year the president, Mr. Shinzo Abe, pledged a total of $1.5 Billion in aid for refugees who were forcefully displaced by the Islamic State. In Japan, the Ministry of Justice has also established a sub-committee to review the country's asylum system, which is expected to introduce measures to improve the system's fairness and efficiency. UNHCR provides technical advice to the committee and will participate in drawing up the final recommendations.
