Can you believe that truck driving is currently the most popular job in 29 states in America according to the US Census Bureau? Yet as the speed of current developments in technology is continuing to evolve at an exponential pace, truck driving would soon be next in line on the endangered-jobs list because self-driving vehicles are on the rise. The Fourth Industrial Revolution, typical of the technological breakthroughs such as artificial intelligence, machine learning, quantum computers, blockchain technology, 3D printing, advanced robotics, and automation has come. ASEAN has historically attracted many foreign investors due to their low-cost and low-skilled of labor in factories. However, the new development in advanced robotic system, automation and artificial intelligent will reduce the cost and productivity. As Erik Brynjolfsson, director at the MIT Initiative on the Digital Economy, points out that it is clear that no matter how low ASEAN workers’ wages are, they will never be able to compete with the next generation of robots. One big concerned for this collaboration is that many countries in ASEAN now do not have enough human resources who own right skill sets for the adoption. Therefore, the main mean to archive this collaboration is through the education transformation. There now exist skills gaps and technology for ASEAN to fully embrace the Fourth Industrialization. Taking Cambodia as an example, Cambodia education system now is still under reform and more importantly is still struggling to even provide a basic education let alone the preparation for the new ideal revolution. Hence, countries like Cambodia need to formulate and implement a strategic industrial direction which focuses on developing skills and the promotion of the role of technology in schools. For proof, ASEAN nations need only look at South Korea’s transformation. The South Korean government embarked on a series of well thought out five-year plans that placed major emphasis on human resource improvement. Since those plans were formulated in the 1950s and the South Korean economy transformed from an agriculture-based economy to a service-based economy, the service sector grew from 3% to 63% by 2014.
