Reconstruction was a period of time that governmental groups tried to solve the political, economic, and social problems from the aftermath of the Civil War. Southern whites had begun to reject all new forms of equality set forth by the north for African Americans. Not only were tension tight before the war, but only worsened after the conclusion of the Civil War. “The demoralization is complete, we are whipped there is no doubt about it.” (Foner, pg.446) Most of the war was fought in the southern states so not only was there economical damage but physical as well.
