ON
THE EFFECTIVENESS OF TOTAL FORCE INTEGRATION

1. Reductions in defense spending impact the ability of the United States Air Force (USAF) to “fly, fight, and win…in air, space, and cyberspace.” Total Force Integration (TFI) effectively addresses this challenge by increasing the peacetime efficiency of the USAF, while still maintaining the capability to expand operations in response to threats.

2. In a February 2007 article, Air Force News Agency writer Staff Sergeant Matthew Bates, quoting Air Force Chief of Staff, Gen T. Michael Moseley, stated: “The Air Force is half as large as it was during the Cold War era, but 10 times as busy.” The expanding role of the Air Force, particularly in cyberspace, intelligence, and unmanned aircraft operations, demands reevaluation of active duty priorities. Even as pressure from Congress mounts on leaders to place active and reserve components under one umbrella, political resistance to TFI persists. Many decision-makers in the Air Force earned their stripes as active duty members. Without a shared vision, TFI cannot succeed. Organizationally and operationally the Air Force can do its best minimize differences between components. However, if perceived institutional differences create insurmountable barriers to complete integration, the overall effectiveness of the Total Force will suffer. Another concern, and one certainly harbored by those who view the reserve components with skepticism, is the proficiency element. By standardizing training, and ensuring expectations are equally understood and applied across components, the Air Force can do its best to ensure airmen are consistently prepared.
