Power elites
They are people who occupy major positions in dominant institutions like in the political, military and economic in the prevailing country. The decisions or indecision of these people has huge impact not only on the prevailing country but also affect the world population. Moreover, the decision made by one domain automatically influences others.
Power elites explains that the term capitalism/capitalism has received overdue emphasis as the custodian of power and the idea held by liberals that politician are the head of the state. The use of national security as a pretext to secret planning and execution is made easy for power elite when the nation involves itself constantly in wars.
The theory of balance
Mills critiqued the theory of balance by stating that the theory is no longer applicable to the present US economy and political life. The imbalance of one power leads to the balance of another power. Assumption that different balances that keep society in equilibrium demand them to be independent of each other, conversely, the labor, military, government ,and business are not in dependent on each other anymore and they cannot be seen as a rudiments of balancing the system.
