Think of a place in the world that the government holds all the power because they are the wealthy ones. In the novel the hunger games this is what it's like to live in the country of Panem. The government are given all the power and they have control as well as access to everything. Meanwhile every district through district 1 and district 12 are not balanced in power, some have more authority than others while some just sit in the remains of that chum know of land.

In the world of the hunger games power is unevenly distributed. People in the capitol hold nearly all the power while people in districts 12 and 2 have little authority if at all. The capitol commands what is said and as well as who gets what. This leaves no power or say to anyone else out there who is not part of the capitol. The capitol also treats its people as if they are only meant to be part of their games and nothing else, as if they are only meant to be born here to serve the rich and vigorous upper class and die in the games. We can see this in the quote “only I keep wishing i could think of a way to...to show the capitol that i’m more than just a piece of their games .”(236) in this quote we see that even the people of Panem feel that they are property to the capitol and as if their only intent is to be put into this form if imprisonment and fight to the death. The leaders of Panem oppress and strike fear into their people, especially to those who have very little authority.
