In March 1941, United States President Franklin Roosevelt passed the lend-lease bill. This “removed the dollar sign” and modified the American Neutrality Laws. Roosevelt agreed to lend or lease United States supplies if after the war, we get the munitions back. However, this bill was greatly debated among Americans. A few months later, Hitler attacked the USSR.
When World War I began, Americans favored President Woodrow Wilson’s stand for remaining neutral. The United States and Britain were allies, so when Germany attempted to quarantine the British Isles tension arose between Germany and the United States. Germany was attacking ships that were traveling to Britain and had attacked and damaged and sunk several U.S. ships. In February 1915, Germany announced it would attack any ships in the waters around Britain.
If the president or leader of your country doesn’t support something, it is generally not going to be supported by the citizens and the government. Despite Wilson entering the war as explained in the excerpt, this also serves as a testament to the strength of the isolationist sentiment as even though the USS Maine was attacked, he still was reluctant to become involved in the war, still much preferring the isolationist position. Wilson's administration worked to, "manufacture public opinion favorable to the war effort" (Kennedy 46) and from that the public became divided. Comments by Wilson's Attorney General stated, "(a) country governed by public opinion," which later lead to Kennedy stating, "the manipulation of mass opinion for political purposes was becoming a highly refined art" ( Kennedy 47). The next bit covers Wilson's life and back story. John Dewey then entered the scene causing disrupt for everyone/thing. Using the New Republic newspaper, Dewey wrote about Wilson and his actions along with things about the war and how we became involved in the war.
Wilson was too idealistic on believing the United States could remain neutral throughout World War 1 because it is nearly impossible to create an entirely neutral country at any point in time, no matter if it is during a war or not. If America was to remain entirely neutral during the war, all the war efforts would have to be stopped, even though there is always an Army being trained and prepared. There is always a defensive plan in case another country decides to attack, meaning the country still has an attack plan, making the country not completely neutral. Another reason is the entire world was at war. The United States, being a powerful country would have to step in to help their allies eventually.
At the beginning of the war in, it was most definitely the right decision for Wilson to keep the United States neutral. In doing so, Wilson determined that he would not take sides and the war because of how he did not want to put Americans at risk.

Throughout his Presidency, Wilson made great contributions to both his country and the world which had such a significant impact that his name should continue to be left on the Public Policy Institute at Princeton. Wilson built off of his progressive predecessors by acting in Davis’s words as a “transformational progressive” by continuing to reform businesses and by starting to implement important contributions to the economy which would help to improve it. First of all his creation of the Federal Trade Commission and passage of the Clayton Antitrust Act helped with increasing the government’s regulatory power over businesses which helped to keep them in check and served to prevent unfair corporate behavior. With President Wilson as the leader of America, he would have to make sure it was for the good of all mankind and not just America itself. Throughout his address to congress, Wilson appeals at different points to being human, mankind, and the freedom of people. This is also where the idea of the United Nations comes to light, at the time called League of Nations. The idea was that America would pursue the highest wishes of mankind for the best interest of the world. Even though the speech itself gives off the message that Americans should remain neutral in the war, Woodrow’s speech also gives the idea that this means the United States has to guide other nations in restoring justice and peace to the world against Germany’s selfish interest and power hungry war acts.
