Also, most of the perpetrators of genocide were part of military organizations, such as Hitler who was a soldier in WW1 before he becomed an organized genocide. They often create people who are able to commit abnormally evil behavior often through training. However there are many ways to turn ordinary people into killers through training and socialization.
