Declaration of Rights and Grievances The colonies were struggling to pay the costs of being part of the England Empire. In order to help pay the costs, the chief minister created the Stamp Act to help pay for it. This was not to represent any of the other fees that were posted, such as postage fees, but only to be used to help raise money for the colonies to pay the government.
