The reason Gorbachev’s reforms failed is still debated in scholarly circles. On the one hand, Reformists (Democrats) hoped for more extensive radical reforms. Whereas, the new Communist Party (Republicans) hoped to reduce reforms because they were too radical and destroying traditions of Soviet society. One consensus among scholars was that Gorbachev’s unraveling was his extreme hesitance. Gorbachev tried to appeal to both Republicans and Democrats, but in the process, he undermined both groups. The political game in class was set up with various factions, including the government and politicians from the Democratic, Republicans, and Moderate parties. Perestroika would be implemented simultaneously with strong anti-trust laws, preventing the formation of oligarchies and monopolies. This altered perestroika would focus on small business growth, diversifying industries, reducing bureaucracy and corruption, and encouraging intellectuals to join the party. By prioritizing small business growth, the economic system could become more bottom-up as more individuals started forming their own companies. Russian industries should diversify away from natural resources, so that the Soviet economy was not dependent on one single industry. One possible example is developing a larger alcohol industry to make both domestic and foreign profits. Although anti-corruption campaigns occurred throughout Soviet history, a serious full-scale program must be enacted. By reducing bureaucracy, less spending would necessary to fund a bloated bureaucracy. Other steps to reducing spending include lowering taxes and curbing inflation.
