Hiring and recruitment is a big issue the law enforcement agencies is facing right now. Law enforcement agencies are having trouble with identifying and hiring qualified candidates, and keeping them (Roufa, 2016). Many law enforcement agencies are having difficulties with filling vacant position with qualified candidates, which caused them to have a smaller force than authorized (Lysakowski, 2008). Some of the department said it was difficult to recruit officer after the recession took place in 2008. With the recession taking place in 2008, resources decrease and recruitment opportunity became out of reach. In addition to this, nine out of ten police departments recruited applicants. Half of the department and two thirds, of the department who are serving at least 50,000 residents reported staffing problem that steamed from the lack of qualified applicants. Majority of the small agencies and about two-thirds of large agencies reported that a lack of qualified applicants caused an issue with finding officers. Agencies reported 1.4 vacancies left unfilled. due to the hiring process. Around 1998 COPS grantees had hired 39,000 officer funded through COPS grant. By 1999, 61,000 officer had been funded through COPS. With COPS funding, it also caused candidate shortage in the hiring and recruitment (Koper & Moore,
