The contrasts of physical surroundings and learning environment, bring me a realization of how schools can be so different between the poor, minority-race children and wealthy, white children. Minnesota’s charter law failed to include universal teacher certification requirements and automatic collective bargaining rights for teachers. It also failed to prevent the creation of charter schools that targeted particular ethnic and racial minority groups, therefore many charter schools were founded that aimed at a particular group such as Somali students (p.14).
