S.M. Gibran GOVT 2306 Professor Sharifian May 2nd, 2017 SLO 3 Texas has a unique form of government, which follows the unitary system. This means that the centralized Government in the State capitol reigns supreme and all the other subdivisions fall below and so on in a form of hierarchy. While there are pros and cons to this form of governing, I believe it is hypocritical that Texas of all states supports this because the politicians in this state are always preaching “smaller government!” and “by the people for the people!” Yet when it comes to actually holding power, they decide that the state government needs to be in charge, and that they regulate local government? I am a firm believer of stronger local government, while there are pros and cons to it, because that is the principle our very constitution was based on, and it allows for the people to be in closer contact with their city government. The city government has the ability to be in close proximity with the citizens and tackle their issues head on due to the fact that they have methods to communicate being closer to the people. For example, let us say some people in the city of Irving are having an issue with concealed carry on College campuses. What would be easier, trying to book an appointment with the representative of that district, speaking about it, and hope that they take it to Austin, where they would meet only twice a year? Or taking it to local Government, with enough people to back their claim and say, “this is what we the people want, this is what you will do.” As much as the concept may sound good, where the people rule, there are nonetheless cons. To elaborate, imagine the city of Mesquite, ranked the most liberal city in all of Texas (Roadsnacks), urbanized, and structured much differently than the city of Perryton, ranked the most conservative city in all of Texas (Roadsnacks), much more rural. These two cities would have a massive difference in ideals and structure. Now consider every single city in Texas, with their different morals, structures etc. If every single one of these cities had local government rule, then all the different rules, regulations, and constitutions in every single city would be too much to handle! That is why as much as I believe in local control, I firmly believe powers need to be shared between state and local government, instead of a unitary system. With shared powers, there would still be a central state government with a constitution that would apply to all citizens, regardless of which city they live in, and local government should be allowed control over only some regulations. With shared powers, you would have the state and local governments keeping each other in check and working
