The death penalty takes way too long, there are crimes that should be punished by death, and we as a country should spare the poor executioners from emotional trauma. I propose that the 28th Amendment shall shorten the wait time on death row, further define the crimes punishable by death, and rid the United States of human executioners. The longest time a human has had to be on death row, was forty years. The man by the name of Gary Alvord actually died while he was on death row. This amount of time is unacceptable and torture to the murderer and the people. Every death sentence shall be carried out within five years of the murder. From this point forward any case of murder shall be punished by murder. This includes the murder of an unborn baby. If a mother chooses to abort her child, she shall be killed. The only exception is if the mother is unable to have the child for specific medical reasons. These reasons include: treating cancer, having a life-saving surgery not able to be done with a child in the womb, or is expected to die if the baby is born. The mother’s doctor must be able to testify to this, otherwise, the charges will go through. However, if a doctor of the former-mother can argue and win a case in court defending her actions, then all charges will be dropped. The other exception to the rule that murder is punishable by murder, is if the murderer is mentally ill. Some of the most famous killers that have killed hundreds have been mentally ill. These killers include Richard Chase, David Berkowitz, Ted Bundy, and many more. Richard Chase was the “Sacramento Vampire”, who murdered and drank six people's’ blood. Chase was diagnosed with schizophrenia. David Berkowitz, known as the “Son of Sam, murdered six people as well. After many tests, and him saying his neighbor’s dog told him to murder the people, he was diagnosed with paranoid schizophrenia. Finally, Ted Bundy murdered 30 people and was diagnosed with antisocial personality disorder. If a psychologist is able to make a case for the murderer, and prove that the mental illness headed the murder, then the person will not be executed. Rather, they will be sent to a mental hospital. The last exception to the rule is if the murder was done in self-defense. If a person is protecting themselves and a local official and the person can prove it, then all charges will be dropped. All forms of murder, whether it be abortion or a shooting, will be punished by death. However, if a person is mentally ill, used self-defense, or aborted a child due to
